COBRA Compliance Tips
While the intent of Congress is to ensure that certain individuals have the opportunity to continue their health coverage at group rates, COBRA has placed a certain administrative burden on the employer. Managing COBRA continues to be a challenge to most employers. Documentation, training, and definable procedures are the key factors to proper COBRA administration. As an employer, you should, at a minimum:
1. Appoint an individual within the company (possibly a Human Resources professional), to be your company’s COBRA Plan Administrator.
2. Have a COBRA Procedures Manual to outline the methods by which your company manages the day-to-day responsibilities of COBRA.
3. Have a resource your Plan Administrator can access for questions or problems that may arise.
